Home > Good Beginning's Work> The Registry Hawaii Careers With Young Children (HCYC) The Hawaii Careers With Young Children (HCYC) Registry is a statewide program of the Good Beginnings Alliance. The HCYC Registry us a database containing the education, training, and work experiences of people who work in the field of early care and education (ECE). The HCYC Registry serves as a tool for the professional development and career planning of the ECE professional. All ECE professionals who work in DHS licensed group care settings are currently required to be on the HCYC Registry. Family child care providers and all other ECE professionals (home visitors and facilitators of playgroups and parent-child interactive programs) are also encouraged to be on the HCYC Registry. A comprehensive database of Hawaii's early care and education workforce will assist the higher education system, trainers, funding networks, and policy makers in supporting our work with children and their families. The Hawaii Careers with Young Children Registry partners the state's licensing requirements on staff qualifications with components of Hawaii's career development system (A.S.K. Core Areas, Framework for Practitioners). The application form consists of two sections. In the first section, the practitioner provides information required by DHS Licensing. A career development section of the form allows for the practitioner to provide information on additional coursework and trainings to document his/her ongoing professional development. All applicants are qualified for positions based on licensing requirements whether or not they are currently employed by a licensed facility. A catalog of approved courses and workshops have been developed to ensure consistency in the reviewing and processing of applications. A review of the career development section determines the applicant's Framework level as well as courses or training under each A.S.K. Core area that can be taken for advancement in levels. Once the review process is complete, a Registry card is sent to the applicant that indicates the position he/she is qualified for and his/her Framework level. A copy of the Registry card should be provided to the employing center and made available to Licensing upon site visits. All practitioners are encouraged to include their Registry card as part of their resume when applying for a job. Center directors have found this helpful in the hiring process for new staff as well as for determining staff assignments for existing personnel. Remember that the same DHS licensing rules will continue to be used to determine the positions for which an applicant is qualified. The Registry and DHS will be working together in reviewing staff records and qualifications. DHS will be making the final decision of the roles for which an applicant may be qualified. A catalog of qualified courses and workshops will also be developed in order to keep consistency throughout the system. All early care and education practitioners, regardless of where they work, are encouraged to participate in the career development components. This is a great opportunity for practitioners to demonstrate the professional accomplishments they have gained while identifying those personal skills they would like to strengthen to achieve a better balance as a ECE professional. Registry Cards can be used to document qualifications when applying for a promotion or a new position in the field, or when negotiating for a salary increase. |
