P-3 Initiative Grant RFP

In 2007, a grant from the W.K. Kellogg Foundation, Capturing the Momentum, supported Hawai`i’s efforts to ensure that every child is ready to succeed throughout the educational pipeline with a focus on “P-3.” The goal is for every child in Hawaii to read by the end of grade three. Capturing the Momentum, a component of the Hawai`i P-20 Initiative, is a collaboration led by the Department of Education, University of Hawai`i, and the Good Beginnings Alliance to ensure that learners successfully transition and succeed from preschool to K-12 to university and beyond.


The P-3 approach focuses on the work of local communities to form P-3 teams that will address community-identified opportunities in parent education, access to early childhood programs teacher training, and transition practices. Strong communities need early learning programs aligned to their elementary schools. Children need continuity in early learning experiences so that their progressive educational transitions are successful.

Requests for proposals were solicited in 2007 and early 2008 and included: mini grants that ranged from $500-$5000 for an award period of one year and major grants that ranged from $50,000-$100,000 for an award period of 2.5 years.

There are currently 17 P-3 teams statewide, representing 33 elementary schools, 10 of the 15 school complexes and over 20 preschool and community groups.

Please be informed that in light of current legislation and budget considerations, the Fall 2008 timeline for RFPs has been placed on hold. There will be a redesign of the RFP to better meet a statewide P-3 effort.
